The Sabine River Authority of Texas (SRA-TX) has taken an active role in water quality matters since its initial operational activities began in 1954; and over the years, has expanded to meet increasing needs throughout the Sabine River Basin. This commitment to water quality protection has evolved into the establishment of the present Environmental Services Division (ESD) whose duties and responsibilities include involvement in a full range of water quality and pollution control activities. The ESD uses sound professional practices to uphold the highest quality of service and to comply with the National Environmental Laboratory Accreditation Conference (NELAC) Standard. The ESD became a NELAC accredited laboratory for the State of Texas on April 22, 2008. Water quality issues in the Sabine Basin become more important to the stakeholders in the Sabine Basin each year as population increases and the number of water users and wastewater dischargers increase. In addition to the water quality monitoring and analyses provided to SRA-TX, the ESD assists governmental entities, industries, and municipalities by providing them with water quality testing and information to meet their various needs. These activities are coordinated with state regulatory agencies and also include the review and evaluation of water quality data collected by other agencies in the Sabine Basin. SRA-TX is a partner with the Texas Commission on Environmental Quality (TCEQ) in the Texas Clean Rivers Program (TCRP). The TCRP promotes involvement by state and local entities along with the general public and since 1991, has grown to become a major component in the state's water quality data collection program. Through the TCRP, the Sabine Basin stakeholders have the ability to provide valuable input to the regulatory authorities on water quality issues. The ESD Laboratory and Lower Basin Field Office (LBFO) are located at 1895 Owens-Illinois Road in Orange, Texas. The laboratory provides a wide range of water quality testing services. The ESD Upper Basin Field Office (UBFO) is at Lake Fork Division Offices in Quitman, Texas. The UBFO facility provides water quality monitoring services for SRA-TX in the upper Sabine Basin.
